From my hazy memory of First Blood, John Rambo was a returning vet who got mistreated by a bullying local sheriff and tried really hard not to kill the deputies who were set to hunt him down following his escape from an unjustified detention. As for Last Blood, Rambo was a nurturing adoptive uncle who sorted out the cartel thugs who kidnapped and prostituted his neighbour's granddaughter.
As for the electric car guy, I've seen him in interviews enough times to know he's not smooth talking.
